Chicago – Attorney General Kwame Raoul today announced the entry of a consent decree to resolve a lawsuit his office filed against Prestige Feed Products LLC (Prestige) over claims of excessive odors causing air pollution and noise pollution generated by its animal feed manufacturing plant in Mount Prospect, Illinois.

Prestige’s facility used equipment and machinery to dehydrate raw soy and cheese-based materials into animal feed ingredients. Over 150 residents living near Prestige’s facility in Mount Prospect logged over 1,000 complaints of nauseating odors coming from the plant since between June 2023 until Prestige ceased operations in December 2025.

“Residents in the community surrounding Prestige should be able to enjoy their lives and homes without having to endure the foul odors coming from the company’s operations,” Raoul said. “I will continue to protect all Illinois communities and hold companies accountable when violations of our environmental laws occur.”

Several residents living near the facility kept windows in their homes closed due to the odors and being unable to enjoy outdoor activities. The odors also affected nearby schools, a daycare and preschool facility, which were forced to keep children indoors on days when the odors from the facility were present.

In December 2025, Prestige ceased operations at the Mount Prospect facility. Earlier this year, Prestige entered into a class action settlement with affected residents in the amount of $900,000.

Today’s consent decree requires Prestige to pay $185,000 in civil penalties.

Raoul’s lawsuit was based on a referral from the Illinois Environmental Protection Agency (IEPA).

“The defendant’s closure of its facility ended its environmental violations, but it is also important that the company answer to its past violations that impacted neighboring properties,” said Illinois EPA Director James Jennings. “Today’s consent order imposes significant civil penalties to deter this company and others like it from violating Illinois law and brings this case to a close.”

The Attorney General’s office enforces Illinois’ environmental protection laws. Attorney General Raoul’s Environmental Enforcement Division, which enforces civil environmental laws, has recovered millions of dollars from polluters and required companies to undertake environmental improvement projects in communities impacted by pollution. Raoul encourages residents to report environmental justice and other environmental concerns to his office by emailing ej@ilag.gov.

Supervising Attorney Ellen O’Laughlin, Assistant Attorney General Christina Scanlon and Senior Assistant Attorney General Nancy Tikalsky handled the case for Raoul’s Environmental Bureau.
