SUMMARY OF DUTIES AND RESPONSIBILITIES:

The Outreach Specialist/VINE Coordinator is responsible for raising awareness and increasing program participation for the programs within the Violence Prevention and Crime Victim Services Division.  This role will supervise the operation and implementation of the statewide automated victim notification system in Illinois; develop and provide training and education on the services and resources provided by the Division; and assist with maintaining statutory compliance regarding the Crime Victim and Witness Notification Advisory Committee. The audience/stakeholders include, but are not limited to, individuals impacted by crime, law enforcement, medical personnel, victim service agencies, hospitals, and professional and community organizations.

The Outreach Specialist/VINE Coordinator will coordinate public information events with stakeholders, collaborate with OAG office liaisons, distribute, replenish, and monitor statewide materials relative to the Crime Victims Compensation Statute, and other duties as assigned.  The Specialist/Coordinator will also provide information to key system users in Illinois; promote use of the statewide automated victim notification system (VINE) serving as a liaison between Illinois users and vendors to ensure ongoing system usage and optimal performance. The Specialist/Coordinator shall monitor the VINE system to ensure proper functioning, both at the vendor and system user levels and evaluate system performance, client satisfaction, and participant involvement.  Additionally, the Specialist/Coordinator will provide progress reports on plan/system operations to the Division Chief and VCVA/AVN Director.

The Outreach Specialist/VINE Coordinator will provide case management services in coordination with the Crime Victim Services Division. They are responsible for maintaining up-to-date referral lists for essential services relevant to crime victims and to facilitate effective referrals. Case management responsibilities include, but are not limited to; providing referrals, conducting basic needs assessments, crisis intervention, and coordination of care.

MINIMUM QUALIFICATIONS:

This position requires a bachelor's degree in criminal justice, sociology, social work, psychology, communications, public relations, or a related field.  Additional requirements are: computer literacy and competency in Microsoft Office.  Preferred candidates must demonstrate public speaking experience, the ability to prioritize and manage multiple projects simultaneously, and superior verbal and written communication skills. Strong organizational abilities and a collaborative work ethic are essential. Attendance and the ability to maintain satisfactory working relationships with other employees and the general public are essential functions of this position. A valid Illinois driver's license is required. This position requires regular statewide travel.

HOURS OF WORK: 9:00 a.m. -5:00 p.m. (Monday - Friday)
