POSITION CLASSIFICATION: Payroll Coordinator

SUMMARY OF DUTIES AND RESPONSIBILITIES:
Under supervision of the Director of Human Resources, the Human Resources 'Payroll Coordinator (Payroll Coordinator) prepares payroll for the Office of the Attorney General and the Illinois Violence Prevention Authority (IVPA). The Payroll Coordinator is responsible for creating, maintaining and verifying individual pay records as well as receiving and processing highly confidential payroll, insurance and other documents and reviewing for proper execution. The Payroll Coordinator may be called upon as a representative of management to communicate to employees the impact of these transactions on their wages.
The Payroll Coordinator is responsible for making changes to CMS Central Payroll System signifying appointments, separations, transfers, salary adjustments, docks, etc. He or she shall effectuate, and develop the means to effectuate, Attorney General policies/procedures and union contracts by processing transactions resulting from the enforcement of those policies/procedures and administration of those contracts. The Payroll Coordinator evaluates, calculates and may recommend approval or disapproval of documents for overtime, salary adjustments, insurance changes, child support, student loans, garnishments, deferred compensation, medical and dependent assistance care programs, tax levies, FMLA, Medicare and state and federal tax computations.
The Payroll Coordinator prepares correspondence, memoranda and reports as required; maintains the security of confidential payroll and employee benefit records; interacts with the Office of the Comptroller and Central Management Services on payroll and insurance related issues; and performs other related duties as assigned which are reasonably within the scope of the job duties of the position and exercises discretion with respect to the performance of such duties.
The Payroll Coordinator acts as the Retirement Representative for the State Employees' Retirement System (SERS) in addressing inquiries from employees related to retirement issues, disability issues, etc. Additionally, the Payroll Coordinator is responsible for preparing various payroll reports for Chief Fiscal Officer; sorting pay warrants and savings bonds; forwarding trailer warrants to the Comptroller's Office; reporting employee statistics to the Department of Labor on a monthly basis; preparing various accounting transactions as necessary, including invoice vouchers, salary refunds, warrant action requests, etc. and processing back wage claims. For purposes of backup, the Payroll Coordinator may also be cross trained on other Human Resources duties unrelated to payroll.
This position requires a bachelorís degree in accounting, business administration, or any related field and 3 years of accounting, human resources or payroll experience or an equivalent combination of education and experience. The position requires extensive knowledge of office methods and procedures; the ability to use microcomputer-based programs, analytical and fact-finding techniques, understanding of the many facets of insurance, deferred compensation and other benefits and must stay abreast of changes; good written and oral communication skills and the ability to work in a confidential environment. Attendance and the ability to maintain satisfactory working relationships. with other employees and the general public are essential functions of this position.
Hours of Work: 8:45 a.m. - 4:45 p.m. (Monday - Friday)
