Permits the Attorney General to receive funds from the Capital Litigation Trust Fund to pay for expenses incurred in prosecuting a Cook County capital case when ordered to do so by the presiding judge of the Criminal Division of the Circuit Court of Cook County.

Provides that out-of-state convictions for domestic violence crimes count toward enhancing penalties for repeat offenders.

Broadens the definition of when a witness is "unavailable" to testify at a criminal trial so that prior statements by the unavailable witness may be introduced as evidence, if the judge finds that they are probative and reliable.

Places burden on issuers of consumer credit to take reasonable steps to ensure identity of applicant; creates cause of action against issuers.

Requires police to take reports on identity theft; provides mechanism for court to issue declaration of innocence in cases where identity is stolen to clear the name of victim when crimes are committed in their name.
